Numa buffer Ramp Up State 2 counters increae

Notice that the committed and foreign counts are always incremented but the away pages is only incremented when the buffer pool is in initial state.

it means in Initial Ramp-up  state, both the counters foreign counts as well as away pages both incremented at the same counter value in initial stage then what the benefit of keeping 2 counters for the same purpose away pages & foreign counts in Ramp up state?
