Operating System Error 170(Requested Resource is in use)

I have a issue in my test environment which is continuously occuring from the installation of SQL server. Whenever i log on to SQL server instance receiving pop-up "Log for tempDB is not available, please check for event viewer logs for related error messages". After looking into logs i found following error message

The operating system returned error 170(The requested resource is in use.) to SQL Server during a read at offset 0x00000000590000 in file 'F:\MSSQL\Test.mdf' Additional messages in the SQL Server error log and system event log may provide more detail. This is a severe system-level error condition that threatens database integrity and must be corrected immediately. Complete a full database consistency check (DBCC CHECKDB). This error can be caused by many factors; for more information, see SQL Server Books Online.

I have contacted server guy and he ran CHKDSK operation on drive and could not find any errors on the drive and also swapped the drive 3 to 4 times but still issue persisting.

Restarting SQL server services to bring TempDB database back to online.

Configuration:

Windows server 2008 SP2

SQL Server 2008 SP2

64 bit machine VMware machine

Please Note : All System databases and User databases residing on one drive.

After googling about this issue could not find exact resolution for this issue, someone said this could be related to Hardware (Storage) issue but we have swapped the drives more than 4 times.

Your suggestions would be greatly appreciated!!!
