Restored master not restored msdb now have error

Some time ago I have server failure and have restored master databases and all user databases. I have not restored msdb database. The msdb database is default after clean install of a server.  Now I have following error in logs:

“Server-level event notifications can not be delivered. Either Service Broker is disabled in msdb, or msdsb failed to start. Event notifications in other databases could be affected as well. Bring msdb on line, or enable Service Broker.”

Of course some time passed and I can not restore that old msdb.  How can I recreate  msdb to get rid of this error without touching master database and working server with all service packs.

My SQL Server is SQL Server 2008 R2 Standard SP1, and system is 2008 Standard R2 both x64.
