SQL server service pack and

I have a question about applying service pack and hot fix. but have a question,

Currently our SQL 2008 is at SP1, to fix this issue, I guess we need to run a hot fix.

but we would rather go to SP2, for my undertanding before SP2 should include all SP1+ all the cumulative updates of SP1, so I thought if I apply SP2, it should be OK,  because it includes all SP1 and the cumulative updates that fix the probelm, but why for SP2 there is another hot fix?
