What is the Impact of these type memory settings

I m seeing in of our server, The "Min server memory"has been setter to 6 GB, Max Memory 9 GB and the memory utilizing is 95%. The toatal server memory is 12GB.

Is any thind bad by setting Min Server Memory to 6 GB.
